FedRAMP 20x Cost: What It Costs When You Already Have SOC 2

FedRAMP 20x was created to help encourage more companies into the FedRAMP Marketplace.
The 20x program has dropped the agency sponsor requirement, shrunk the audit time from months to weeks, and shifted FedRAMP Rev5's narrative-based approach to continuously validated compliance. But the question we get more than any other is about cost.
So how much does FedRAMP 20x cost?
If you're starting from a SOC 2 baseline, you're likely looking at anywhere from ~$90-200k+ to achieve FedRAMP 20x certification, depending on your required certification class. That total includes both the assessment costs and the readiness work required to get you audit-ready.

How Much Does FedRAMP 20x Cost by Class?
The first thing to do is figure out which class your business needs. FedRAMP's Consolidated Rules for 2026 (CR26) retired the old Low, Moderate, and High impact levels and replaced them with four certification classes:
- Class A is a new entry-level path onto the FedRAMP Marketplace.
- Class B is the equivalent of the old Low impact level.
- Class C is the equivalent of the old Moderate.
- Class D is the equivalent of the old High.

The assessment fee is what you pay your 3PAO (third-party assessment organization), like A-LIGN, to conduct an independent assessment to help you achieve FedRAMP Certification. Readiness is the work you have to do to get ready for your assessment, including implementing the Key Security Indicators (KSIs). For FedRAMP 20x Class A, that readiness work runs roughly 90 to 120 days from a SOC 2 baseline.
One caveat worth remembering as you start to budget for 20x is that these are ballpark figures. No two companies land in exactly the same place when it comes to readiness, and what you spend depends on your size, what your product does, and where you are starting from.
Another part of readiness that can be easily overlooked is tooling. Implementing machine-readable evidence and continuous monitoring often means purchasing new tools or moving up cost tiers in existing tools to cover features like API access, mobile device management (MDM), endpoint detection, and higher tiers of multi-factor authentication (MFA) and single sign-on (SSO).
Why Does the 20x Audit Cost Less Than Rev 5?
The costs of a 20x audit are lower than Rev5 by design. One of the main goals of 20x is to get more companies into the FedRAMP Marketplace, and reducing cost is a great way to encourage more orgs to pursue certification.
On a practical level, a FedRAMP 20x audit costs less than a Rev5 audit because the assessor's job has changed. Lee Neeper, Director of Quality Management at A-LIGN, an accredited 3PAO, explained where the savings come from:
"Under 20x, the IA (Independent Assessor) validates the integrity of the evaluation code and reviews automated KSI outputs. Because evidence review is compressed into validating machine-readable pipelines, assessment costs decrease by 40-60%."
How Readiness Changes from Rev5 to 20x
With FedRAMP Rev5, a System Security Plan (SSP) was a key component of the authorization package. SSPs would document the CSP's entire system and how each required control was implemented and operated.
With FedRAMP 20x, there's no SSP as compliance is proven via code and continuous monitoring. This flips where time is spent during readiness work. Instead of technical writers producing documentation, engineers are required to build automations to prove compliance.
Neeper laid out where that new spend goes:
"Instead of paying technical writers to update static documents, CSPs must pay DevOps and SRE (Site Reliability Engineering) teams to build and maintain:
- Dynamic Inventory Pipelines: Code that continuously queries cloud resource graphs (AWS Config, Azure Resource Graph) to ensure 100% boundary coverage.
- KSI Validation Scripts: Unit-tested code (e.g., Lambda functions, EventBridge rules) that continuously evaluates system state against 20x requirements.
- OSCAL Generation Tooling: Infrastructure that formats telemetry into machine-readable payloads automatically."
"The biggest cost is engineering and development costs for much of the automation tech required to meet the KSI requirements. Since much of the automation being required is a fairly new requirement, commercial off-the-shelf products do not exist. This forces companies to bring the development and engineering in house, which can be an added expense," adds Neeper.
How Much of SOC 2 Carries Over to FedRAMP 20x?
Moving from SOC 2 to FedRAMP 20x involves a lot of net new work. When we analyzed the crossover between SOC 2 and 20x, we discovered that a SOC 2 Type II report doesn't fully satisfy any of the FedRAMP 20x KSIs. But that's not really a surprise as FedRAMP is much more prescriptive and has a more demanding security baseline.
The gaps between SOC 2 and FedRAMP generally appear in two places:
- The technical bar (meeting FedRAMP's SP 800-53 requirements)
- Automation and proving continuous compliance via KSIs
So while your SOC 2 means you're not starting from scratch, there's a long way to go before you're ready for 20x. For Class A (where FedRAMP requires 23 mandatory rules on top of SOC 2), you're likely looking at a 90-120 day timeline before you're ready to head into the audit.
Where you'll likely find some crossover between SOC 2 and FedRAMP 20x is your policies and occasionally your tooling.
Policies covering access control, change management, encryption, incident response, and vendor management map across fairly well from SOC 2 to FedRAMP 20x. Going after a FedRAMP certification is a big decision. It opens up your business to the world's largest buyer, the U.S. government. But no matter how big the potential prize at the end, you still need to ensure you take the straightest path and avoid unnecessary budget creep.

- Find an auditor early: You don't want to be scrambling for an auditor as your readiness work nears completion. Connect with a company like A-LIGN early on so you can do readiness work with an end target in mind.
- Design for continuous monitoring from day one: Having the required NIST controls in place doesn't matter if you can't prove them via KSIs, so design for this reality from the start.
